The Division of Safety and Risk Services develops and maintains several institutional plans and policies for the university. Some plans and policies are described below along with links to more information.
Plans
Plans have multiple objectives including supporting resource allocation, emergency and risk management, stakeholder engagement, and long-term sustainability.
Emergency Operations Plan
The University of Oregon's Emergency Operations Plan (EOP) aims to outline the management structure, responsibilities, procedures, and guiding policies to assist the university when responding to an emergency event. The EOP directs response efforts when standard operating procedures (SOPs) developed by university divisions, departments, or units are insufficient to handle an emergency. Department-specific plans and SOPs are meant to complement and coordinate overall efforts while providing more depth and specific detail regarding department-level response.
Natural Hazard Mitigation Plan
The University of Oregon's Natural Hazard Mitigation Plan identifies actions that can be taken to reduce the impact of future natural hazards. This plan covers the following natural hazards: earthquakes, extreme heat, floods, landslides, tsunamis, wildfires, windstorms, and winter storms. Maintaining this plan provides the university with access to federal grants to fund mitigation projects in the future.
Life Safety and Physical Security Systems Plan
The University of Oregon’s Life Safety and Physical Security Systems Plan is currently under development and aims to establish a comprehensive overview of the security and life safety systems, policies, protocols, standards, and staffing for monitoring and maintaining the systems. The systems (e.g., access control, fire alarms, cameras, intrusion alarms, etc.) are essential to the overall security and safety of all personnel, assets, and facilities on UO campuses. By integrating advanced security technologies, risk assessments, and best practices, we will enhance our ability to protect against threats, ensure compliance with applicable regulations, and support the university’s overall mission.

Animal Control Policy Number: IV.05.02
This policy outlines the university’s approach to animals on university-owned or controlled property.
Campus Violence Prevention Policy Number: IV.05.08
The University of Oregon is committed to maintaining a safe campus and workplace. As an institution of higher learning, the university aims to create and maintain a safe, welcoming learning and working environment for all of its community members. This policy seeks to signal the university's commitment to safety and to help ensure that community members understand what is expected of them in their interactions with others.
Closure of Facilities and Operations Policy Number: IV.07.02
This policy provides standards and procedures for determining when conditions of weather, emergency, or other special circumstances raise questions about the practicality, desirability, or need to close down university operations, i.e., classroom instruction, office operations, physical plant operations, or any subsection of the university.
Firearms Policy Number: IV.05.05
By Oregon law, the board is charged with the responsibility to establish policies and standards that govern the University of Oregon. In order to achieve the university’s teaching, research, and public service missions the board has delegated policy-making authority to the president, given the specific authorization language SB 554 (2021).
Physical and Environmental Security Policy Number: IV.05.03
This policy sets out how the university aims to protect its community members and its assets, including buildings, property, information, and equipment, against physical threats such as crime (theft and criminal damage), fire, and terrorism through the implementation of physical fire protection and security controls. Physical fire protection and security requires appropriate layering of physical and technical measures and involves a balance between prevention, detection, and response.
Protection of Minors and Reporting of Child Abuse Policy Number: IV.05.06
This policy sets forth responsibilities related to the protection of minors at the university. This policy requires reporting of child abuse to local authorities and provides additional guidance and training requirements for university-affiliated youth programs and activities.
Safety – Physical Space and Environment Policy Number: IV.05.01
To protect human health and the environment, ensure regulatory compliance, and preserve university interests and assets.
