The University of Oregon has permit required and non-permit required confined spaces where employees and contractors occasionally conduct maintenance, inspections, and repair work. These spaces, including attics and crawlspaces, are present at each of the University of Oregon campuses.
The objective of the confined space safety program is to ensure employees and contractors working in these spaces are aware of the potential hazards and take steps to mitigate hazards prior to conducting work. In some cases, this requires requesting a confined space entry permit.
Key Responsibilities
Required for entry into permit/non-permit required confined spaces:
- Complete Confined Space Entrant and Attendant Training.
- Complete Attic and Crawlspace Entry Protocols Training.
- Complete First Aid and CPR Training - for attendants and entry supervisors
- Request entry permit from Environmental Health and Safety.
- Review entry permit requirements prior to entry.
Required for entry into permit required confined spaces:
- Provide documentation of Confined Space Entry program.
- Arrange for contractor employees to act as attendance, entrant, and entry supervisor.
- Supply permit and atmospheric monitoring equipment. (Environmental Health and Safety will provide information about the space).

Utility Tunnel Safety Program
The UO maintains an extensive tunnel system to facilitate the maintenance and repair of campus utility distribution systems. The tunnel system is a critical portion of the university’s utility distribution system and must be maintained and used in a safe manner at all times. The purpose of the tunnel safety program is to provide guidance for safely working in the tunnel system and sets forth the requirements for all university employees, associated contractors and vendors.
This policy applies to UO spaces requiring a tunnel key for entry, and applies to all persons entering tunnel spaces. Only persons that have authorization from the Central Power Station (CPS) may enter the tunnel system. Unauthorized personnel will be considered trespassers.
