The University of Oregon is committed to providing safe, welcoming, and enriching experiences for children and youth participating in university-affiliated programs. 

This site provides guidance, resources, and requirements for faculty, staff, students, volunteers, and partners who work with minors through university programs. 

Program Types

University Youth Programs 

All events, operations, endeavors, or activities designed for participation by minors and organized by the University of Oregon in which university employees or volunteers are responsible for the care, custody, or control of minors. A minor is any person under the age of 18. Typical youth programs include, but are not limited to:

  • Instructional programs
  • Day camps
  • Overnight camps
  • Sports camps
Third Party Youth Programs

Any program or activity involving minors that is not operated by the University of Oregon and takes place on UO property. This includes programs such as camps, clinics, workshops, or events run by:

  • Non-UO organizations, businesses, or groups.
  • Student organizations that operate independently and are not sponsored by a UO department or ASUO recognized.

Key Responsibilities

To meet UO requirements and compliance, youth program staff and administrators must:

  • Register Your Program with UO
  • Complete Training Requirements
  • Conduct Background Checks
  • Submit Emergency Preparedness Plan
Third Party
  • Register Your Program with UO
  • Provide Training
  • Conduct Background Checks
  • Maintain required insurance
All Youth Programs
  • Review Protection of Minors and Reporting of Child Abuse Policy
  • Develop Emergency and Safety Plan

The university's Protection of Minors and Reporting of Child Abuse Policy and associated procedures establish clear guidelines and standards for youth programs. 

Reporting

The safety of youth participants and program staff is our highest priority. There are multiple paths for reporting concerns. These resources can help you select the appropriate path. 

Injury Or Illness
Use the Third Party Incident form to report an illness or injury related to youth or youth program staff. There are online and downloadable versions of the form available. 
Youth Concern
Visit the university's Mandatory Reporting of Child Abuse and Neglect webpage for information about making a report and resources to help you understand reporting obligations.
